(c)本项目的特定资格要求：1）、未被“信用中国”（www.creditchina.gov.cn）、中国政府采购网（www.ccgp.gov.cn）列入失信被执行人、重大税收违法失信主体、政府采购严重违法失信行为记录名单；
2）、具有电力工程总承包三级及其以上资质或输变电工程专业承包三级及其以上资质，且具有有效的安全生产许可证；
3）、具有“国家能源局监管局（或国家电力监管委员会）”颁发的五级及以上承装（修、试）电力设施许可证（****前核发在有效期内的许可证仍有效）或具备三级及以上承装（修、试）电力设施许可证（****后核发的许可证）；
4）、本项目专门面向中小企业采购。
5）、本项目不允许联合体投标。

(c)Specific qualification requirements for this program: 2) Possessing a third-level or higher qualification for general contracting of electric power engineering or a third-level or higher qualification for professional contracting of power transmission and transformation engineering, and having a valid safety production license; 3) Possessing a fifth-level or higher license for the installation, repair, and testing of electric power facilities issued by the "Regulatory Bureau of the National Energy Administration (or the State Electricity Regulatory Commission)" (licenses issued before July 1, 2025 and still valid within their term of validity remain valid) or a third-level or higher license for the installation, repair, and testing of electric power facilities (licenses issued after July 1, 2025); 4) This project is specifically targeted at procurement for small and medium-sized enterprises. 5) No consortium bidding is allowed for this project.

1. According to the regulations of (H.C.C [2015] No. 17), this project is conducted on the electronic bidding system of the electronic procurement platform. Suppliers should follow the relevant regulations, and the operation method can be handled by referring to the relevant content of the electronic procurement platform. 2. Suppliers should upload their response documents as early as possible before the response deadline, to avoid situations where the bidding agency cannot complete the receipt before the bid opening due to uploading close to the response deadline. Response documents that are not received will be deemed as incomplete bids. 3. Each consulting supplier should reserve sufficient time to arrive at the bid opening and evaluation site in advance. The consequences of failing to complete verification in time or entering the bid opening and evaluation site after the deadline shall be borne by the consulting supplier themselves
