(b)落实政府采购政策需满足的资格要求：促进中小企业、监狱企业、残疾人福利性单位发展等相关政策。本项目是专门面向中小企业采购，评审时，中小企业产品均不执行价格折扣优惠。

(b)Qualification requirements to be met to implement government procurement policies: Policies that promote the development of small and medium-sized enterprises, prison enterprises, and welfare units for people with disabilities. This project is specifically aimed at procurement from small and medium-sized enterprises, and when reviewing, no price discounts are applied to products from small and medium-sized enterprises.

(c)本项目的特定资格要求：（1）具备通信工程施工总承包三级及以上资质；
（2）拟安排项目经理须为通信与广电工程一级及以上注册建造师执业资格，具备有效的安全生产考核合格证书，且未担任其他在建的建设工程项目的项目负责人。
（3）具备建设部门颁发的《安全生产许可证》（在有效期）；
（4）未被“信用中国”（www.creditchina.gov.cn）和中国政府采购网（www.ccgp.gov.cn）列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单；
（5）本项目不接受联合体形式。

(c)Specific qualification requirements for this program: (1) Must have a Level 3 or above general contractor qualification for communication engineering; (2) The proposed project manager must hold a Level 1 or above registered constructor qualification in communication and broadcasting engineering, have a valid safety production assessment certificate, and must not be serving as the project leader for any other ongoing construction projects; (3) Must have a valid 'Safety Production Permit' issued by the construction department; (4) Must not be listed on 'Credit China' (www.creditchina.gov.cn) or the China Government Procurement website (www.ccgp.gov.cn) as a dishonest executor, a party in a major tax violation case, or in the record of serious violations in government procurement; (5) Joint ventures are not accepted for this project.

(i)符合《中华人民共和国政府采购法》第二十二条的规定；
