援瑙鲁体育中心施工机具（固定资产）采购询价公告

1. Conditions for Inquiry
The procurement funds for the mechanical equipment of the Nauru Sports Center Aid Project have been fully secured. The procurement of mechanical equipment now meets the conditions for inquiry-based procurement, and a public inquiry is hereby conducted.
2. Project Overview and Inquiry Content
(1) Project overview: The project is located in Nauru.
(2) Inquiry content: fog cannon, general lathe, flat-key CNC welding machine, rebar cutting machine, rebar straightening machine, air compressor, drilling rig, oxygen generator equipment, oxygen tank equipment, wire rope press machine, integrated sewage treatment equipment, weighbridge, tire inspection machine (for heavy trucks/cars), hydraulic pipe press machine, mixer (model 350/500). See the bill of materials quotation for details.
(3) Place of delivery: Designated location at Changshu Port, Jiangsu (tentative; any change shall be subject to the project’s notice).
(4) Delivery date requirement: Before June 15, 2026.
(5) Brand and configuration requirements: See the attached list for details.
3. Qualification Requirements for Bidders
(1) Business scope: The bidder must be an enterprise registered with the national industrial and commercial authorities and tax authorities, capable of independently bearing civil liability, and possessing independent legal person status.
(2) Production capacity: Manufacturers or trading companies with the relevant supply capacity and track record.
(3) Financial capability: Both manufacturers and agents are allowed to participate in this inquiry; bidders shall have a certain scale, sound financial standing and good bank credit.
(4) Quality assurance capability: Bidders with complete “three-standard management system” certifications are preferred, with priority given to those holding ISO 9001 quality management system certification, ISO 14001 environmental management system certification and OHSAS 18001 occupational health and safety management system certification.
(5) Supply performance: Bidders shall have a proven supply track record and provide supporting evidence; priority will be given to those with performance records in similar overseas aid projects.
(6) Performance and credit record: There shall be no lawsuits or arbitration arising from fraud or serious illegal acts related to contract fraud in the past three years.
(7) Consortium bidding is not accepted.
(8) If different units have the same legal representative, or are linked by controlling or management relationships, they shall not participate in this inquiry at the same time; otherwise, all the relevant bids will be rejected.
(9) Other requirements: Product quality must meet or exceed national standards, and priority will be given to those with fast supply response.
4. Quotation Requirements
(1) This inquiry adopts a fixed unit price.
(2) For this quotation, all materials shall be packed in wooden cases, and the packaging costs shall be included in the material unit price.
(3) The inquirer does not accept any selective quotation, quotation with an alternative proposal, or conditional quotation.
(4) Bidders must fully consider factors such as market price fluctuations during the supply period and shall not request unit price adjustments on such grounds.
(5) If the total price obtained from the summarized unit prices differs from the quoted total price, the total price derived from the comprehensive unit price summary shall be taken as the bid total price.
6. Evaluation Method
The lowest evaluated bid price method (subject to satisfying the project’s requirements on equipment configuration, delivery time, performance, after-sales service and track record).

2. 项目概况与询价内容
（1）项目概况：项目位于瑙鲁。
（2）询价内容：雾炮机、普通车床、平键式数控焊机、钢筋切断机、钢筋调直机、空压机、钻井机、制氧机设备、氧气罐设备、钢丝绳压套机、一体化污水处理器、地磅、探胎机（大货车/小车专用）、液压压管机、搅拌机（350/500型），详见物资报价表。
（3）交货地点：江苏常熟港指定地点(暂定，若有改动以项目通知为准)。
（4）交期要求：2026年6月15号前。
（5）品牌及配置要求：详见附件清单。
3. 报价人资格要求
（1）营业范围要求：报价人必须经国家工商、税务机关登记注册、能独立承担民事责任、具有独立法人资格的企业。
（2）生产能力要求：具备供应能力和业绩的厂家或贸易商。
（3）财务能力要求：本次询价允许生产厂家及代理商参与投标；报价人具有一定规模和良好的资金财务状况及银行资信。
（4）质量保证能力要求：报价单位拥有完整的“三标管理体系”认证，具有ISO9001质量管理体系认证、ISO14001环境管理体系认证和OHSAS18001职业健康安全管理体系认证优先。
（5）供货业绩要求：报价人供货业绩良好并提供证明，具有同类海外援建工程业绩要求优先。
（6）履约信用要求:近3年内没有与骗取合同有关的犯罪或严重违法行为而引起的诉讼和仲裁。
（7）不接受联合体投标。
（8）单位负责人为同一人或者存在控股、管理关系的不同单位，不得同时参加本次询价，否则，相关投标均被否决。
（9）其他要求：质量符合或优于国家标准，供货响应速度快的优先考虑。
4. 投标报价
（1）本次询价，固定单价。
（2）本次报价，材料需木箱封装，包装费应包含在材料单价中。
（3）询价单位人不接受报价单位任何选择性报价、带方案报价及带条件报价。
（4）报价单位须综合考虑材料供应期间市场价格变动等因素，不得据此提出单价调整要求。
（5）报价单位单价汇总的价格与报价总价不一致时，按综合单价汇总后的价格作为投标总价。
6.评标方式
经评审的最低价评标法（满足项目对设备的配置、交期、性能、售后、业绩要求）。
