(a)满足《中华人民共和国政府采购法》第二十二条规定；

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落实政府采购政策需满足的资格要求：本采购项目执行政府强制采购节能产品、鼓励环保产品、扶持残疾人福利企业、支持中小微企业、支持监狱和戒毒企业、扶持不发达地区和少数民族地区以及限制采购进口产品等相关政策。

(b)Qualification requirements to be met to implement government procurement policies: This procurement project implements relevant policies including mandatory government procurement of energy-saving products, preference for environmentally friendly products, support for welfare enterprises employing disabled people, backing for small, medium and micro enterprises, support for prison and drug rehabilitation enterprises, assistance to underdeveloped and ethnic minority areas, and restrictions on the procurement of imported products.

(c)本项目的特定资格要求：（1）单位负责人为同一人或者存在直接控股、管理关系的不同供应商，不得参加同一合同项下的政府采购活动；为采购项目提供整体设计、规范编制或者项目管理、监理、检测等服务的供应商，不得再参加该采购项目的其他采购活动；
（2）承接项目单位应具备土地规划资质乙级及以上资质
（3）本次采购不接受联合体响应，不允许合同转让与分包；
（4）本项目仅面向中小企业。

(c)Specific qualification requirements for this program: (1) Different suppliers with the same person in charge or direct shareholding and management relationship shall not participate in government procurement activities under the same contract. Suppliers that provide overall design, specification compilation, project management, supervision, inspection and other services for the procurement project shall not take part in other procurement activities of the same project.
(2) The undertaking entity shall hold Grade B or above land planning qualification.
(3) Consortium responses are not accepted for this procurement, and contract transfer and subcontracting are prohibited.
(4) This project is only open to small and medium-sized enterprises.
