1. Procurement Conditions

In accordance with the relevant project arrangements, our organization intends to conduct an offline invitation-based competitive quotation procurement for Civil Works and Electromechanical Equipment Installation and Commissioning for 4 No. Mini-Grids Sites required under LOT 1-6 of the Design, Supply, and Installation of 35 Mini-Grids in Island and Lakeside Villages in Ghana Project.

The project has met all procurement conditions, and we hereby formally invite your company to participate in the quotation for this procurement.

2. Scope of Procurement

（1）Project Name: Design, Supply, and Installation of 35 Mini-Grids in Island and Lakeside Villages in Ghana LOT1-6.

（2）Project Overview: The project involves the construction of 35 mini-grid stations in island and lakeside villages within Ghana. The main contract construction period is 15 calendar months, with a warranty period of 12 calendar months.

（3）Procurement Contents : The detailed list of equipment and materials to be procured is provided in Annex 1.

（4）Qualification Requirements for Bidders (all of the following conditions must be met):

① Qualification Requirements: The bidder shall be an independent legal entity and a general taxpayer. If the bidder acts as an agent, it must hold a valid authorization or distribution right issued by a manufacturer with corresponding qualifications.

② Business License: The bidder shall possess a valid business license, and its business scope shall cover the equipment or materials being supplied.

③ Certification Requirements: The bidder shall possess relevant industry HSE certifications (ISO certifications)..

④ Creditworthiness Requirements: For enterprises registered in China, the bidder shall not be listed on the “Discredited Persons Subject to Enforcement” list of Credit China (www.creditchina.gov.cn).

⑤ Technical Compliance: The technical parameters, specifications, and performance of the goods offered shall comply with the project requirements and the owner’s technical specifications..

Other Requirements:

① The settlement currency shall be United States Dollars (USD).

② Joint quotations submitted by two or more companies (consortium bidding) will not be accepted.

③ The bidder shall complete the Product Technical Parameter Response Form in the format required by the purchaser.

④ Product-related drawings and other technical documents shall be provided.

⑤ All qualification documents, product descriptions, and drawings shall be submitted in both Chinese and English.

⑥ The validity period of the quotation shall be 60 days.

3. Collection of Bidders

This procurement adopts an open cooperative negotiation method to invite and solicit bids from interested bidders (or offerors).

4. Obtaining the Procurement Documents

This project adopts an open invitation approach to collect potential bidders.

Interested bidders may obtain the procurement documents through the contact information provided in the invitation.

5. Submission of Quotation Documents

Deadline for submission: April 5, 2026, 18:00 (Ghana time). Each supplier shall calculate the corresponding local time according to their own country.

Submission method: Quotations shall be submitted online. Before the deadline, bidders must submit electronic versions of their quotation documents via email to the designated contact person. Late submissions will not be accepted by the purchaser.

Format requirements: Quotation documents (PDF version) must be color-scanned copies bearing the signature (or seal) and the official company stamp.
