CHINA HARBOUR ENGINEERING COMPANY LTD.(CHEC) is conducting a public bidding for the followingMaterials required for the project of DESIGN AND BUILD WORKS FOR THE MODERNIZATION OF MALINDI WHARF AT DAR ES SALAAM PORT in TANZANIA.

2. 投标人资格Bidder Qualification
2.1具有合法、有效的营业执照；
2.2不得为中交集团层级/中国港湾工程有限责任公司层级黑名单的市场主体；
2.3不接受联合体投标；
2.4投标人有良好财务状况，没有财产被接管或冻结、破产被停业清理或清算、产权变更被解体或注销的任何情形。
2.1 Possess a valid and legally effective business license;
2.2Bidder shall not be a market entity on the blacklist of the China Communications Construction Company (CCCC) or China Harbour Engineering Company Ltd (CHEC);
2.3 Joint bidding is not accepted;
2.4Bidder shall have a sound financial condition, with no instances of property being taken over or frozen, bankruptcy, cessation of business for liquidation or winding up, or dissolution or deregistration due to property rights changes.

Bidder can register an account and obtain the bidding documents on the Supply Chain Management System of China Communications Construction Corporation( CCCC) online (URL: https:****/） before the deadline of the bidding documents selling at13:00 p.m. (Dar es Salaam Time) on March 23 , 2026. No bid security will be charged for this bidding.

Bidsmust be submitted on the Supply Chain Management System of China Communications Construction Corporation(CCCC) online (URL: https:****/） before 09:00 a.m. (Dar es Salaam Time) on March 30, 2026. whatever the outcome, Bidder shall bear allcost related to participating in this bidding.
5. 为协助审查、评价和比较投标及投标人的资格，招标人可酌情要求任何投标人澄清其投标。投标人提交的任何澄清，如果不是对招标人的要求作出回应，将不被考虑。如果投标人未在招标人要求澄清的日期和时间内对其投标进行澄清，其投标可能会被拒绝。
To assist in the examination, evaluation, and comparison of bids, and qualification of Bidder, Tenderer may, at its discretion, ask any Bidder for a clarification of its bid. Any clarification submitted by a Bidder that is not in response to a request byTenderer shall not be considered. If Bidder does not provide clarifications of its bid by the date and time set inTenderer's request for clarification, its bidmay be rejected.

6. 当投标人的报价明显高于或低于市场平均价格水平时，招标人有权否决其投标，以确保招标过程的公平、公正和合理性，并维护市场竞争的正常秩序。如果发现投标人的报价与市场价格水平严重偏离，可能对项目的顺利实施和经济性造成不利影响，招标人保留行使废标权利。本次招标限价为2,470,000,000坦桑先令。任何情况下，招标人都不保证本次招标一定会有授标。

When Bidder's quotation is significantly higher or lower than the average market level, Tenderer has the right to reject Bidder's bids, to ensure the fairness, impartiality, and rationality of the bidding process, and to maintain the normal order of market competition. If it is found thatBidder's quotation deviates significantly from the market price level, whichmay have an adverse impact on the smooth implementation and economy of the project,Tenderer reserves the right to cancel the bid. The limit price for this bidding is2,470,000,000TZS. Any case, Tenderer cannot guarantee that Bidder will be awarded in this bidding.
