资格要求 （1）资格要求Requirements for Qualifications of the Bidder ★A.★如果投标人为中国境内注册公司，投标人需具有合法有效的企业法人营业执照、税务登记证及组织机构代码证或证照合一的营业执照，投标时需提供原件扫描件（原件备查）；If the Bidder is a company registered within the territory of China, it shall possess a legally valid Business License of an enterprise legal person, Tax Registration Certificate, and Organizational Code Certificate, or a unified business license combining these certificates. When submitting the bid, the Bidder shall provide a scanned copy of the original document (with the originals kept available for verification).★如果投标人为中国境外注册公司，需提供有效的公司登记注册证明；If the Bidder is a company registered outside the territory of China, it shall provide a valid certificate of company registration.★投标人为分公司的，需具有合法有效的营业执照（境内注册）/公司登记注册证明（境外注册）和上级法人单位授权书（授权该分公司投标和签订合同），投标时需提供原件扫描件（原件备查）。If the Bidder is a branch company, it shall possess a legally valid business license (for those registered within China) / certificate of company registration (for those registered outside China) and an authorization letter from the superior legal entity (authorizing the branch to bid and sign contracts). The Certificate of Compliance shall be issued with the cargo delivered.（2）★业绩要求Requirement for Bidder's Past Performance:****至投标截止日（以合同签署时间为准），投标人应具有至少1个合同的动态电缆产品的供货业绩（供货业绩的制造商必须是投标人），且均满足应用水深不小于498.6米和电缆构型为pliant wave或lazy wave的技术要求。投标人须按规定格式提交业绩表，并提交相关业绩证明文件。业绩证明文件包括：1）销售合同复印件和2）用户签字或盖章的到货验收材料（到货验收单或调试验收报告或其他可以证明合同项下货物已经到货验收的有效证明材料）。投标人所提交的业绩证明文件必须至少体现以下内容：合同签署时间、合同签署页（国内贸易合同应有双方盖章，国际贸易合同应有双方签字或盖章）、货物名称、电缆构型（pliant wave或lazy wave）、应用水深不小于498.6米的技术要求、用户签字或盖章的到货验收材料。若业绩合同为年度协议，除提供年度协议外，还应提供相应的已到货订单，订单内容或编号应与年度协议相关联。同一个年度协议下提供1个或以上的订单及与订单对应的到货验收材料均算为1个有效业绩。未提交业绩证明文件，或通过所提供的业绩证明文件无法认定满足上述业绩要求的，均视为无效业绩。或如果投标人提供了1）经国家安全生产监督管理局认可的ABS或BV或DNV或CCS船级社所颁发的动态集束电缆符合性证书。和2）由该项目认定申请单位（即项目所属单位工程项目组）出具的《工程建设重大技术与产品首次应用管理认定通过通知书》，则无需提供上述要求的业绩。From January 1, 2015, to the bid submission deadline (subject to the contract signing date), the bidder shall have at least one contract for the supply of dynamic power cables (the manufacturer of the supply performance must be the bidder), all of which meet the technical requirement of an application water depth not less than 498.6 meters and power cable configuration shall be pliant wave or lazy wave.The bidder must submit a performance table in the specified format and provide relevant performance supporting documents. The performance supporting documents include: 1) sales contracts, and 2) user-signed or stamped delivery acceptance materials (delivery acceptance notes, commissioning acceptance reports, or other valid supporting materials that can prove the delivery and acceptance of the goods under the contract). The performance supporting documents submitted by the bidder must at least reflect the following: contract signing date, contract signature pages (domestic trade contracts must bear the seals of both parties, international trade contracts must bear the signatures or seals of both parties), product name, power cable cross-section, power cable configuration (pliant wave or lazy wave), technical requirement of an application water depth not less than 498.6 meters, and user-signed or stamped delivery acceptance materials.
