一、采购条件Purchase Condition点击登录查看Barisal Electric Power Company Limited（以下简称“采购人”）以公开询比方式采购锅炉及汽轮机加工件，计划使用自筹资金及银行贷款用于本次询比后所签订合同的支付。Barisal Electric Power Company Limited, Bangladesh (hereinafter referred to as the “Purchaser”) intends to procure boiler and steam turbine Machined Parts through an Open Request for Quotation (RFQ) procedure. The Purchaser plans to use self-raised funds and bank loans for payment under the contract to be signed as a result of this RFQ.
二、项目概况、采购范围Project Overview and Scope of Purchase1、项目概况：孟加拉巴瑞萨307MW（净容量）燃煤电站项目位于孟加拉南部Barguna专区****
2、采购范围：锅炉燃烧器二次风筒加工件及汽轮机轴封高中压、前护板加工件Scope of Procurement: Machined Parts for boiler burner secondary air ducts; and Machined Parts for high- and intermediate-pressure steam turbine shaft seals and front protective plates.
3、采购数量：1批，详细如下：Quantity: One (1) batch, as detailed below.

三、供应商资格要求Eligibility Requirements for Bidders本次公开询比采购要求供应商具备以下条件：Bidders participating in this Open RFQ shall meet the following conditions:
1、必须是在中国境内/外注册的企业法人，具有独立承担民事责任的能力。The Bidder shall be a legally registered corporate entity inside or outside China, with the ability to independently bear civil liabilities.
2、应具有履行合同的能力，包括实施本项目的履约能力、质量保证能力和资信及完善的服务体系。The Bidder shall have the capability to perform the contract, including the capability for contract execution of this project, quality assurance capability, sound credit standing, and a well-established service system.
3、应具有良好的银行资信和商业信誉，近三年没有处于被责令停业、财产被接管、冻结、破产状态，无采取非法手段谋取不正当利益的违法、违纪不良记录。The Bidder shall have good bank credit and commercial reputation. In the past three (3) years, the Bidder shall not have been subject to orders to suspend business operations, property takeover, freezing, or bankruptcy, and shall have no illegal or disciplinary records of seeking improper benefits by unlawful means.
4、投标人不是中国电力建设集团（股份）有限公司的禁入供应商。The Bidder shall not be a banned supplier of PowerChina Corporation.
5、能够接受孟加拉塔卡付款，并开具Mushak发票。The Bidder shall be able to accept payment in Bangladesh Taka (BDT) and issue Mushak invoices.
6、本次采购不接受联合体。Consortium participation is not accepted for this procurement.
四、采购文件的获取Acquisition of RFQ Documents凡有意参加投标者，请于获取文件结束时间****14:00分前（孟加拉当地时间）向****@powerchina.cn发送公司简介资料、公司注册文件、加工件供货业绩资料获取招标文件，招标文件将通过中国电建集团集中采购平台（海外版）免费发放。Potential Bidders shall, prior to 14: 00 on Feb 8th, 2026 (Bangladesh local time), submit company profile, registration and Machined Party supply experience documents to email: ****@powerchina.cn for obtaining the Tender Documents, which shall be issued free of charge via the PowerChina E-Bidding System Overseas platform (ec.powerchina.cn).
五、响应文件的递交Submission of Bids1、投标文件递交的截止时间（投标截止时间，下同）为****14:00分(孟加拉时间)，投标人应在截止时间前通过中国电建集团集中采购平台(海外版)递交电子投标文件。The Bid Submission Deadline (hereinafter referred to as “Bid Submission Deadline”) shall be 14:00, Feb 11th, 2026 (GMT+6), Bids shall be submitted electronically via the PowerChina E-Bidding System Overseas platform (ec.powerchina.cn) prior to the Bid Submission Deadline.
2、投标截止时间及递交方式如有变动，采购人将及时通过邮件通知所有已获取招标文件的投标人。Provided that any change of the submission deadline or the bidding method, the Purchaser shall inform all the potential Bidders who have received the Tender document by email.
六、发布公告的媒介Publication of RFQ本次询比采购公告在中国电建阳光采购网（http:****)上发布。
