一、工作范围和任务:

本项目将在甘肃省安定区、会宁县、崆峒区三个县区全面开展农业建设与生产过程中温室气体排放(主要包括二氧化碳$CO_{2}$、甲烷$CH_{4}$和氧化亚氮$N_{2}O$)的监测、记录与核算工作。
监测内容涵盖建设阶段和农业生产阶段两个方面:
任务范围涵盖甘肃项目所涉及的农田基础设施建设、农田保护及生态环境改善工程、水土保持林建设及相关区域农业生产活动。
咨询公司需确保监测与核算工作符合国内法律法规要求,按阶段提交进展报告,并最终完成温室气体监测与核算报告(纸质版及电子版),报告内容包括监测方法、核算结果、减排建议等,并通过专家评审,以形成完整、可靠的数据和分析结果,支撑绿色农田建设与农业生态管理。
二、任务时间:
周期:24个月(2026年3月-2028年2月)。
服务地点:黄河流域部分地区实施黄河流域绿色农田建设和农业高质量发展项目甘肃省安定区、会宁县和崆峒区子项目实施区。

三、主要专家的团队组成和资质要求
项目将选聘一家在农业环境监测和碳排放研究方面具有丰富经验的公司或科研机构。
以下是项目顾问所需的一般资格、知识和经验:
(1)在农业生态、土壤环境监测、碳循环研究及相关领域具有国家级或省市级科研经验;
(2)具备承担省级及以上温室气体监测相关的项目经验,熟悉温室气体监测质量要求;
(3)具备与地方农业部门及相关县区政府协调和合作的经验;
(4)熟悉我国农业环境监测和温室气体监测相关法规和技术标准,包括GB/T32151 - 2024《温室气体排放核算与报告要求》及《省级温室气体清单编制指南》等;
(5)熟悉温室气体数据采集、实验室分析、数据整理及报告撰写流程;
(6)具备较强的分析和沟通能力,普通话流利,英语听说读写能力良好;
(7)拥有稳定科研团队,能保障监测、数据管理、成果交付等全链条工作。
有意向的顾问应注意《亚洲开发银行借款人采购规定》(《采购规定》)(2017年版)第1.19、1.20和1.21条款中的规定,其中阐明了亚洲开发银行的利益冲突政策。
咨询公司的选择将根据亚洲开发银行采购政策和《亚洲开发银行借款人采购条例》进行。选择将采用基于咨询顾问资质(CQS)的选择方法。
意向书必须在北京时间2026年 - 2月 - 9日上午 - 10:00(开标时间)之前以电子形式上传至亚洲开发银行CMS平台(https:****)。咨询公司必须在提交文件前在亚行的CMS系统完成注册。为了便于文件评审除英文版的意向书外,咨询公司还应上传中文版意向书。中英文版本如有歧义,应以英文正本为准。

四、合格投标人可通过以下方式获取意向书征询函和任务大纲:
4.1 通过甘肃省公共资源交易网免费下载或查阅意向书征询函和任务大纲。拟参与甘肃省公共资源交易活动的潜在投标人须在甘肃省公共资源交易网先行注册,获取“用户名+密码+验证码”,以软认证方式登录;也可使用数字证书(CA)方式登录。上述两种方式均可在甘肃省公共资源交易网进行“我要投标”等后续工作(具体内容详见招标文件)。
4.2 甘肃省公共资源交易网网上免费获取意向书征询函和任务大纲时间为:北京时间****00:00时至****10:00时。甘肃省公共资源交易网“我要投标”的截止时间为意向书征询函规定的截止时间(规定时间为n×24小时,n≥5)。
4.3 所有纸质版意向书应于****10:00(北京时间)之前递交到下列地址,迟交的投标文件将被拒绝。开标将在下列地址公开进行。投标人可派代表参加开标:

The Government of the People’s Republic of China has received financing from the Asian
Development Bank toward the cost of the Yellow River Basin Green Farmland and
High-Quality Agriculture Development Project and intends to apply part of the proceeds for
GS-PPMO-CS-02: Carbon Emission Monitoring of High-Standard Farmland in Pilot
Counties and Districts of Gansu Province (hereinafter referred to as ‘the Service’).
I. Scope of Work and Tasks
Foreign Investment Management Office, Gansu Provincial Department of Agriculture &
Rural Affairs (Client) will engage a consulting firm to provide professional services on
green farmland construction and GHG monitoring and accounting. The selection will be
made through the provision of technical proposals (BTP) and based on the Consultant’s
Qualification Selection(CQS) method. The contract will be in a lump-sum form and will be
paid according to the milestone events specified in this task outline for phased
completion.
The consulting services will include the following activities: the main task of this
assignment is to monitor and account for GHG emissions (primarily CO₂, CH₄, and N₂O)

during different seasons of agricultural production in green farmland and conventional
farmland across in green farmland in Anding District, Huining County and Kongtong
District of Gansu Province, establish a baseline database, develop scientific emission
reduction recommendations, and deliver interim and final reports.
The project will comprehensively carry out monitoring, recording and accounting work for
greenhouse gas emissions (primarily CO₂, CH₄, and N₂O) during agricultural construction
and production processes in three counties/districts: Anding District, Huining County and
Kongtong District of Gansu Province.
The specific services to be provided include as follows:
Farmland construction phase: From the project planning and design stage until the
completion of project acceptance, monitor the material production and transportation
during the construction process, such as the production process and energy
consumption during the transportation of materials like cement, steel, sand, and
stones; the fuel combustion of various construction machinery (such as excavators,
bulldozers, tractors, etc.) during the construction process; the decomposition of soil
organic carbon caused by construction activities such as land leveling and ditch
excavation.
Agricultural production management stage: Use of fertilizers and pesticides,
extraction and transportation of irrigation water, operation of agricultural machinery,
etc.; Emission of greenhouse gases from the decomposition of organic matter by
microorganisms in the soil; Methane and nitrous oxide emissions generated during
the management of livestock manure, etc.
The scope of the task includes the construction of agricultural infrastructure, the
protection of farmland and the improvement of the ecological environment, the
construction of soil and water conservation forests, and related agricultural production
activities under Gansu Project.
The consulting firm shall ensure that monitoring and accounting activities comply with
relevant domestic laws and regulations, submit periodic progress reports, and deliver a
final GHG monitoring and accounting report (both in hardcopy and electronic format). The
report shall include monitoring methodologies, accounting results, and emission
reduction recommendations, passing the expert review, providing complete and reliable

data and analysis to support green farmland construction and agricultural ecological
management.
II. Task Duration:
Duration: 24 months (March 2026 - February 2028)
Location: Anding District, Huining County and Kongtong District, Gansu Province under
Yellow River Project.
Foreign Investment Management Office, Gansu Provincial Department of Agriculture &
Rural Affairs now invites eligible consulting firms (“Consultants”) to indicate their interest in
providing the Services. Interested Consultants should provide information demonstrating
that they have the required qualifications and relevant experience to perform the Services.
III. Composition and Qualification Requirements of the Expert Team
The project will select a company or research institution with rich experience in
agricultural environmental monitoring and carbon emission research.
The following are the general qualifications, knowledge, and experience required for
project consultants:
(1)Possess national or provincial/municipal-level scientific research experience in
agricultural ecology, soil environment monitoring, carbon cycle research, and related
fields.
(2)Have experience in undertaking provincial-level or above greenhouse gas
monitoring-related projects and be familiar with greenhouse gas monitoring quality
requirements.
(3)Have experience in coordinating and collaborating with local agricultural
departments and relevant county/district governments.
(4)Be familiar with China’s regulations and technical standards related to agricultural
environment monitoring and greenhouse gas monitoring, including GB/T 32151-2024
Requirements for Greenhouse Gas Emission Accounting and Reportingand Guidelines
for Compiling Provincial Greenhouse Gas Inventories, etc.
(5)Be familiar with the processes of greenhouse gas data collection, laboratory
analysis, data compilation, and report writing.

(6)Possess strong analytical and communication skills, fluent Mandarin, and good
English listening, speaking, reading, and writing abilities.
(7)Have a stable research team capable of ensuring the entire chain of work
including monitoring, data management, and deliverable submission.
The attention of interested Consultants is drawn to Clause 1.19, 1.20, and 1.21 of the
Asian Development Bank’s Procurement Regulations for ADB Borrowers 2017 version
(“Procurement Regulations”), setting forth the Asian Development Bank’s policy on
conflict of interest.
The selection of consulting firms will be conducted in accordance with the ADB
Procurement Policy and the “Procurement Regulations for ADB Borrowers.” The selection
shall adopt the selection based on consultants’ qualifications (CQS).
Expressions of Interest must be submitted electronically under the ADB CMS platform
(https:****) by 10:00 a.m. on 9 February, 2026. All applicants shall register in
ADB’s CMS system prior to making their submission. At the same time, to facilitate the
evaluation, in addition to the English version of the EOI, Consultants should submit
their EOI in Chinese version in the ADB CMS platform. In case of any discrepancies
between Chinese and English versions of EOI, the English version shall prevail.
VI. Qualified Consultants may obtain the REOI and the ToR through the following
methods:
4.1 Consultant may download or inspect the Terms of Reference and Request for
Expressions of Interest for free through the Gansu Provincial Public Resources Trading
Website. Potential Consultant wishing to participate in public resource trading activities in
Gansu Province must first register on the Gansu Provincial Public Resources Trading
Website to obtain a ‘username + password + verification code’ for logging in with a soft
certification method. Alternatively, they may log in using a digital certificate (CA). Both
methods can be used on the Gansu Provincial Public Resources Trading Website to
perform subsequent actions such as “I want to bid”.(Please refer to the bid documents for
details.)
4.2 The Terms of Reference and Request for Expressions of Interest can be downloaded
for free from the Gansu Provincial Public Resources Trading Website from 00:00 (Beijing
time) on 8 January, 2026 to 10:00 a.m. (Beijing time) on 9 February, 2026. The deadline

for “I want to bid” on the Gansu Provincial Public Resources Trading Website shall be the
same as the deadline specified in the Request for Expressions of Interest (the specified
time is n × 24 hours, where n ≥ 5).
4.3 All paper EOIs shall be submitted to the following address before 10:00 a.m. (Beijing
time) on 9 February, 2026. Late EOIs will be rejected. EOIs will be opened publicly at the
following address. Consultant may send representatives of Consultants may attend the
EOIs opening:

V. Clarification or Addendum for this project will be uploaded to the Gansu Provincial
Public Resources Trading Website. Consultants are advised to monitor the system
regularly. The Client or the Tendering Agent shall not be held responsible if Consultants
fail to access any Clarification or Addendum.
