(a)满足《中华人民共和国政府采购法》第二十二条规定；

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落实政府采购政策需满足的资格要求：（1）项目执行《政府采购促进中小企业发展管理办法》的通知（财库〔2020〕46号）及《关于进一步加大政府采购支持中小企业力度》的通知（财库〔2022〕19号）；（2）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目不专门面向中小企业；（3）扶持监狱企业、残疾人福利性单位，并将其视同小微型企业；（4）优先采购节能环保产品政策：在技术、服务等指标同等条件下，对财政部财库〔2019〕18号和财政部财库〔2019〕19号文公布的节能环保产品品目清单中的产品实行优先采购；对节能产品品目清单中以“★”标注的产品，实行强制采购。供应商须提供具有国家确定的认证机构出具的、处于有效期之内的认证证书方能享受优先采购或强制采购政策；（5）购买国货政策：本项目不接受进口产品；（6）按照《中小企业划分标准规定》（工信部联企业[2011]300号），本项目中小企业所属的行业为建筑业。

(b)Qualification requirements to be met to implement government procurement policies:(1) Notice on the Implementation of the Measures for the Promotion of the Development of Small and Medium-sized Enterprises by Government Procurement (Cai Ku [2020] No. 46) and the Notice on Further Strengthening the Support for Small and Medium-sized Enterprises by Government Procurement (Cai Ku [2022] No. 19);2) Implement measures to reserve shares, increase the share of SMEs in government procurement, and support SME policies: This project is not specifically aimed at SME;(3) Support prison enterprises and welfare institutions for the disabled, and treat them as small and micro enterprises;(4) Suppliers must provide certificates of certification issued by nationally designated certifying agencies and still within the validity period in order to enjoy preferential or mandatory policies;(5) This project does not accept imported products.(6) The industry to which the SMEs belonging to this project belong is the construction industry.

(c)本项目的特定资格要求：1、 须系我国境内依法设立的法人或非法人组织（本项目不接受分公司以自己名义参加采购活动）；
2、 供应商应同时具备以下施工资质：1）中华人民共和国住房和城乡建设部颁发的施工总承包建筑工程三级或以上资质； 2)中华人民共和国住房和城乡建设部颁发的施工专业承包建筑装修装饰工程二级或以上资质。
3、 企业具有有效的安全生产许可证；
4、 拟派项目负责人具有建筑工程专业二级及其以上注册建造师执业资格，具备有效的安全生产考核合格证书，且未担任其他在建的建设工程项目的项目负责人（（以响应文件中提供的加盖单位公章的《项目负责人基本情况表》为准（通过上海市****
5、 处于被政府管理部门禁止参加投标期间的单位不得参与竞争；
6、 本项目不允许转包。

(c)Specific qualification requirements for this program:1、 Must be a legal person or an unincorporated organization established in accordance with the law within the territory of China;2、 The supplier should have the following construction qualifications at the same time: 1) Grade III or above Construction General Contracting-Building Engineering qualification issued by the Ministry of Housing and Urban-Rural Development of the People's Republic of China; 2) Grade II or above Construction Professional Contracting-Building Decoration and Fitment Engineering qualification issued by the Ministry of Housing and Urban-Rural Development of the People's Republic of China.3、 Have a valid safety production permit;4、The person in charge of the project has a secondary qualification in the specialty of civil engineering, a valid safety production assessment certificate, and is not in charge other ongoing construction projects.5、Prohibited by government management department to participate in bidding;6、 This project does not allow subcontracting.
