2025 年通信公司东非原油管道电信项目部电信仪服务项目招标人为点击登录查看。本招标项目已按要求履行了相关报批及备案等手续，具备招标条件，现进行公开招标。
The tenderee of the 2025 Electrical Telecom Instrumentation Service for the East African Crude Oil Pipeline Telecom Project Department of the Communications Company is China Petroleum Pipeline Telecom Electricity Engineering Co., Ltd. The bidding project has completed the relevant approval and filing procedures as required and is now eligible for bidding. Public bidding is hereby conducted.
2. 项目概况与招标范围Project Overview and Bidding Scope
项目概况：东非原油外输管道工程是管道局中标的特大型国际项目，管道线路起点位于乌干达的 Kabaale，终点位于坦桑尼亚的 Tanga 港，线路总长 1541 公里，其中干线长 1443 公里，联络线长 98 公里，同时全线设泵站 6 座，减压站 2 座，阀室 82 个，电伴热站 20 个。服务地点：招标人工程项目所在地，主要分布在乌干达、坦桑尼亚两国。
Project Overview: The East African Crude Oil Export Pipeline Project is a super-large international project awarded to the Pipeline Bureau. The pipeline starts at Kabaale, Uganda, and ends at Tanga Port, Tanzania, with a total length of 1,541 kilometers, including 1,443 kilometers of main line and 98 kilometers of connecting line. Along the entire route, there are 6 pumping stations, 2 pressure reduction stations, 82 valve chambers, and 20 electric tracing stations. Service Location: The location of the tenderer's engineering project, mainly in Uganda and Tanzania.
招标范围：为甲方承揽的东非原油管道电信项目部电信仪工程提供项目管理（项目技术、质量、安全、翻译等工作）、机组管理（机组技术、质量、安全、翻译等工作）和施工现场管理（通信光缆、电伴热电缆、高压电缆敷设等服务）。服务期限：合同签订之日起 - 2025年12月31 日，其他详见招标文件。
Bidding Scope: To provide project management (project technology, quality, safety, translation, etc.), crew management (crew technology, quality, safety, translation, etc.) and construction site management (laying of FOC, telecommunication cables, LLHT cables, high voltage cables) for the electrical, instrumentation, telecommunication works of the East African Crude Oil Pipeline Project contracted by Party A. Term of service: from the date of signing the contract to 31 December 2025. For further information, please see the bidding documents.

3. 投标人资格要求Qualification Requirements for Bidders
(1) 本次招标不接受联合体投标。Consortium bidding is not accepted for this tender.
(2) 本次招标要求投标人须具备境外公司注册证明书且能够独立承担民事责任的法人单位；具有外币结算能力。Bidders must be legal entities with overseas company registration certificates and capable of independently assuming civil liabilities; and have the ability to settle in foreign currencies.
(3) 对履行合同的能力作出承诺，包括专业、技术资格和能力、资金、管理能力、经验、信誉。Commitment to the ability to perform the contract, including professional and technical qualifications and capabilities, financial resources, management capabilities, experience, and reputation.
(4) 财务要求：财务状况良好，须提供 2022~2024 年的经会计师事务所或审计机构审计的完整的财务审计报告（须由注册会计师签字盖章）（①成立日期晚于上述规定年份的，从成立年开始提供；②未获得 2024 年财务报表的，提供 2021-2023 年度报表）。Financial Requirements: Sound financial status, and must provide complete financial audit reports for 2022-2024 audited by accounting firms or audit institutions (signed and sealed by certified public accountants) (① if established later than the specified years, provide from the year of establishment; ② if 2024 financial statements are not available, provide 2021-2023 statements).
(5) 业绩要求：提供近三年（2022 年 1 月至今）至少一项类似服务项目业绩，业绩须提供有效证明材料（提供服务合同关键页扫描件）。Performance Requirements: Provide at least one similar service project performance in the past three years (since January 2022), and effective proof materials must be provided for the performance (scanned copies of key pages of the service contract).
(6) 信誉要求:投标人及其法定代表人、拟任命的项目负责人必须承诺近三年内无犯罪记录。投标人未被暂停投标或取消投标资格、未进入清算程序、未被宣告破产或未丧失其他履行合同能力，应当提供承诺书。投标人未被中国石油天然气集团有限公司或者中国石油管道局工程有限公司列入黑名单，取消投标人资格。Reputation Requirements: Bidders and their legal representatives and proposed project managers must commit to no criminal record in the past three years. Bidders must provide a commitment letter stating that they have not been suspended or disqualified from bidding, have not entered liquidation proceedings, have not been declared bankrupt, or have not lost other contract performance capabilities. Bidders are not blacklisted or disqualified by China National Petroleum Corporation/China Petroleum Pipeline Bureau Engineering Co., Ltd.
(7) 项目负责人需要：具备海外项目运作业绩（至少一项），需提供项目负责人业绩（合同复印件）、学历证明、劳动合同等证明材料复印件并加盖公章；管理经验以工作履历表为准，加盖公章。Project Manager Requirements: Must have overseas project operation experience (at least one project), and provide copies of the project manager's performance (contract copies), academic certificates, labor contracts, and other supporting materials with official seals; management experience shall be based on the work resume with an official seal.
(8) 垫资承诺：具备项目垫资能力，承诺具有不低于 3 个月的垫资能力，60万美元（折合人民币432万元）。Advance Payment Commitment: Capable of advancing project funds, committing to an advance payment capacity of no less than 3 months, USD 600,000 (equivalent to RMB 4,320,000).
