4、投标人拟派项目经理须具有通信与广电工程专业一级（含以上级）注册建造师执业资格，具备有效的安全生产考核合格证书，该项目负责人以在上海市建筑建材业网站上查询为准。
5、本项目仅面向中小企业（含中型、小型、微型企业）采购。
6、本项目不接受组成联合体

(c)Specific qualification requirements for this program: 3. Possess the third-class or above qualification for general contracting of communication engineering construction, and have a valid safety production license;
4. Theder's proposed project manager must have a first-class (or above) registered constructor qualification in the communication and broadcasting engineering specialty, have a valid safety production assessment certificate, and person in charge of this project is subject to verification on the website of Shanghai Building and Building Materials Industry.
5. This project is only open to procurement from small and medium- enterprises (including medium-sized, small, and micro enterprises).
6. This project does not accept consortium bidding.

(i)符合《中华人民共和国政府采购法》第二十二条的规定；
