简要规则描述：本项目地点位于高东镇顾高公路2075号，总建筑面积约1535.06平方米，现拟对现状建筑进行内外改造及修缮。主要实施内容：①门卫：外立面整修（外墙涂料粉刷、窗更换等），室内装饰（内墙涂料粉刷、内墙面砖铺装等），安装工程（洁具、给排水管道等）； ②办公用房：外立面整修（外墙涂料粉刷、窗更换等），室内装饰（墙体新建、内墙涂料粉刷等），安装工程（洁具、布线等） ；3.餐厅：外立面整修，室内涂料刷新； ④北临时房：外立面整修，室内装饰（内墙涂料粉刷、墙面砖铺装等），安装工程（洁具、给排水管道等）；⑤室外工程：围墙整修，建旗杆台 。（具体数量及要求详见图纸及工程量清单）

(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，支持中小企业发展：本项目是专门面向小微企业采购，评审时，小微企业产品均不执行价格折扣优惠。（2）扶持监狱企业、残疾人福利性单位，并将其视同小微型企业；（3）优先采购节能环保产品政策：在技术、服务等指标同等条件下，对财政部财库〔2019〕18号和财政部财库〔2019〕19号文公布的节能环保产品品目清单中的产品实行优先采购；对节能产品品目清单中以“★”标注的产品，实行强制采购。供应商须提供具有国家确定的认证机构出具的、处于有效期之内的认证证书方能享受优先采购或强制采购政策。(4）购买国货政策：本项目不接受进口产品。

（4）建筑工程施工总承包三级及以上资质；
（5）具有安全生产许可证（有效期内）；
（6）拟派项目负责人具有建筑工程专业二级及其以上注册建造师执业资格，具备有效的安全生产考核合格证书，且未担任其他在建的建设工程项目的项目负责人；
（7）业绩要求：无；
（8）其他要求：无。
(c)Specific qualification requirements for this program: （3）It must be a legal person organization established in accordance with the law within the territory of China; （4）Level 3 or above qualification for general contracting of construction projects; （5）Have a safety production license (within the validity period); （6）The person in charge of the proposed project has the qualification of a registered construction engineer of level 2 or above in construction engineering, has a valid safety production assessment certificate, and has not served as the project leader of other construction projects under construction; （7）Performance Requirements: None;（8） Other requirements: None.
