(b)落实政府采购政策需满足的资格要求：本采购项目执行强制采购节能产品、环境认证产品政策、鼓励节能政策、鼓励环保政策、扶持中小企业政策、支持监狱企业发展政策、残疾人福利性单位政策、购买国货政策等的政府采购政策。本项目是专门面向中小企业采购，评审时，中小企业产品均不执行价格折扣优惠。

(b)Qualification requirements to be met to implement government procurement policies: This procurement project implements government procurement policies such as mandatory procurement of energy-saving products, environmental certification product policies, encouragement of energy-saving policies, encouragement of environmental protection policies, support for small and medium-sized enterprises policies, support for the development of prison enterprises policies, policies for welfare units for people with disabilities, and policies for purchasing domestic products. This project is specifically designed for procurement to small and medium-sized enterprises. During the evaluation process, no price discounts will be offered for products from small and medium-sized enterprises.

(c)本项目的特定资格要求：（1）投标人行业信誉、财务状况良好；
（2）具备通信工程施工总承包三级及以上资质；
（3）拟安排项目经理须为通信与广电工程一级及以上注册建造师执业资格，具备有效的安全生产考核合格证书，且未担任其他在建的建设工程项目的项目负责人。
（4）具备建设部门颁发的《安全生产许可证》（在有效期）；
（5）未被“信用中国”（www.creditchina.gov.cn）和中国政府采购网（www.ccgp.gov.cn）列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单；
（6）本项目不接受联合体形式。

(c)Specific qualification requirements for this program: (1) The bidder has a good industry reputation and financial condition; (2) Having the third level or above qualification for general contracting of communication engineering construction; (3) The proposed project manager must hold a first level or higher registered construction engineer qualification in communication and broadcasting engineering, possess a valid safety production assessment certificate, and not serve as the project leader for other ongoing construction projects. (4) Having a valid Safety Production License issued by the construction department; (5) Not included in the list of dishonest persons subject to enforcement, parties involved in major tax violations, and records of serious illegal and dishonest behavior in government procurement by "Credit China" (www.creditchina. gov.cn) and China Government Procurement Network (www.ccgp. gov.cn); (6) This project does not accept consortium forms.
